A PBF is a source of funding offered to all utility customers to help make electric and gas costs more affordable. Usually, a PBF: 1) is a source of revenue to help low-income customers remain on line in the event of energy spikes and unaffordable bills; 2) funds all or part of energy efficiency improvements for all customers; and 3) funds energy education programs for all customers.
